CCDA Reopens Special Request Consideration

The Clinton County Development Association (CCDA) has reopened its consideration for Special Requests and is seeking substantial, transformational projects that will expand and further develop Clinton County, Iowa.

Applications will be reviewed as they are received; however, the formal consideration process will not begin before July 1, 2026.

Special Requests are distinct from CCDA’s bi-annual grant cycles. Consideration for Special Requests extends beyond the definition, funding structure, and evaluation criteria of CCDA’s established bi-annual grant rounds. These requests are evaluated independently and are intended for substantial initiatives with measurable, long-term countywide impact.

CCDA is specifically seeking projects that contribute to a stronger local economy by attracting new visitors, supporting small businesses, and enhancing the county’s image as a welcoming and engaging destination. Proposed initiatives should deliver measurable benefits to residents through improved amenities, increased community activity, and expanded economic opportunities.

CCDA is seeking projects centered on three primary themes: Economic Development, Tourism Attraction, and County Citizen Attraction & Retention.

Under Economic Development, priority will be given to initiatives that stimulate local economic growth, support job creation or workforce development, increase spending at local businesses, and encourage private investment with sustainable outcomes.

Tourism Attraction efforts should position the county as a compelling destination by drawing out-ofcounty and out-of-state visitors, enhancing existing assets or creating new attractions, encouraging overnight stays and recurring visitation, and strengthening regional visibility.

County Citizen Attraction & Retention projects should enhance quality of life, expand amenities, support arts and recreation, and make the county increasingly attractive to families, professionals, and businesses.

In addition, strong proposals will demonstrate collaboration among local governments, businesses, and organizations; present measurable outcomes and a clear return on investment; leverage matching or additional funding sources; and provide long-term community benefit.
